Have been waiting for PC version since 2013. Rockstar Games did their best to make this game corresponding to the highest level. Shipped over 60 million copies and one of the best-selling video games of all time. Have nothing to add, must try for sure!
You are right, Win 7 is the minimum. I have seen some players managed to run it on Windows Vista 64 Bit Service Pack 2.
Personally I am not a fan of playing games like that on PC. I might require a better setup first to enjoy it.
